Graybeard is the assistant that walks residents through it, so getting an answer doesn’t mean finding the right person to call.
Residents don’t read the code book. They call, they show up to a counter, then get sent to another department. The answer was on the website the whole time. They just couldn’t find it.

The portal sits on the government’s own website. A resident asks in plain language and is pointed to the right form, page, or next step, sourced from the site’s own content. It guides people to existing resources rather than answering on the government’s behalf.
This is the Self-Service Portal, the tier that turns the content you already publish into answers residents can actually find.
